ok, i have been playing around with different builds for pve for a while now. And this is what i came up with...

This is my Me/E build for pve.
its main skills on the bar are glyph of renewal, glyph of lesser energy, and arcane echo. the rest are interchangeable really. i have been using the skill bar in this order,
1. arcane echo
2. pain inverter or Vanguard assassin
3. glyph of renewal
4. Fire Storm
5. Glyph of lesser energy
6. Fire storm
7. Meteor
then if character is a bit gassed i use flare till i build up energy again then repeat. Meteor makes flare aoe which is helpful piling on damage while firestorm pounds down. meteor also keeps enemies in firestorms effect longer and adds more dmg.

Any feedback to this would be welcome.
also take into account i dont have access to nightfall or faction. only prof/eotn.

You'd be much better off focusing on doing what you do best (i.e, running a Mesmer bar) rather than being a pale imitation of something else. I'll assume you're deliberately trying to get this concept working rather than necessarily trying to run the most effective thing you can. Some thoughts in no particular order:

-If you want a short range AoE nuker I'd advise combining Psychic Instability with the Wastrel's skills. Unfortunately you don't have PI, but you could get knockdowns from Meteor or heroes. Shatter Hex doesn't have any particular synergies with Ele skills but is grossly overpowered. Shatter Delusions is pretty handy nowadays too. In any case, using Mesmer skills rather than fire magic should work better because the energy cost will be balanced better and they'll benefit from the reduced recharge time.
-Fire Storm and Flare spam aren't all that remarkable, even with the AoE. You'd be pushing your energy really hard as it is before you can even consider Flare. That chain you list will eat 45e. It's probably better to use GoLE earlier (on AEcho+EVAS) so that you can use it again sooner. In any case, Fire Storm really doesn't warrant two uses.
-If you insist on a primarily elemental build you're going to need strong energy generation. Fire and/or Elemental Attunement are practically necessities if you insist on running a primarily elemental bar.

im just trying to make it work. it does run my energy dry quick but my heros have snareing skills. so far it tears through enemies i have had problems with running a mesmer bar. i literally danced through ring of fire mission with it. after about a week of trying everything else. i was just wondering if there are any other skills/spells i could exchange that would work better with this build than i have. prophesies only offers so much and eotn has bosses with faction and nightfall skills but cant capture them.

You shouldn't have trouble putting together a decent Mesmer bar, even with only Proph and EotN. Some ideas:

They'll need some tweaking as there's a couple of Factions/NF skills on the main bars but there isn't anything irreplaceable. Honestly, if you can't put together something that satisfies you after looking at those bars I'd say you're playing the wrong profession.

As far as elemental bars go, I'd just combine Elemental Attunement, Fire Attunement and a bunch of nukes (maybe toss in a PvE skill or two if they work for you, like EVAS). That way you won't really lose much from not having Energy Storage. Something like:

+2 more. Incendiary Bonds + Phoenix?

Really though, if you're interested in GW, you ought to get the other campaigns. They're not expensive nowadays (I find they're cheaper from local electronics stores than online) and you'll get a lot out of them. It's worth it.

Also, you might as well post your hero bars. Posting a screenshot with the hero panels open will suffice if that's easier. It's possible you're favouring a Ele bar because you're deficient in damage elsewhere.

i attached a mesmer build that i tested in FoW. does ok. need more energy management cuz it runs out quick.

Just wondering if EA stacks with arcane echo. If so i could literally be casting for free and gain energy while im at it. if it stacks 50% gain +50% gain + FA Gain. neverymind it don.t just tested it. woulda been nice though.

Yeah, you need more energy management skills than just GoLE. Add one (or perhaps two, if you really need) of Power Drain, Waste Not Want Not and Leech Signet. Other than that, I wouldn't run CoF on an Illusion bar (you'll need to split your attribute points between Fast Casting, Illusion and Inspiration, and you won't want to go for a fourth unless you really need to). Not sure about Arcane Echo either. As good as Wandering Eye is, AEcho costs 15e and produces no damage by itself. I suspect you could get better value for that slot.

Yeah, you can only benefit from one casting of an enchantment at a time. 80% recovery should just about make you break even on energy though, factoring in the natural regeneration. Also, on second thoughts, you might be better off leaving EVAS off that bar because it won't return any energy.

If I may, I would test replacing the Glyph of Renewal with a Glyph of Energy. And maybe the lesser Glyph with fire Attunement. That would nerf your overcast costs for meteor and get you 3 free spells that would still fuel your fire attunement.

Remember with an Ele, a big part of the build is the Rhythm of the Cycle; I do most of my Farming on my Fire Ele, so my muscle memory is good there, but most anytime I get in trouble it because I broke cycle. Usually in a multiplayer situation where I'm gabbing and not focused my toon for a moment too long. : ) I can see some advantages to Fast Casting, but you still might have accept a certain amount of Spike/Cool Down - Repeat in your toons cycle.

Glyph of Energy will only affect one spell given zero Energy Storage. Burning your elite slot on accommodating Meteor is a waste.

Why are Mesmers even worried about energy? They have the best energy management ingame if combined with the correct Hero.

Just put Winter on a Ranger Hero and use Mantra of Frost on your bar. As long as you take hits you will have unlimited energy. Just make sure to manually cast Winter before fights outside of the Agro area where you are planning on holding the fight. Combine that with a +10vs Cold /-2 Stance shield and you will also have much higher Armour.

Out of all the amazing skills in that attribute you pick Mantra of Frost. The player likely isn't aiming to have a ranger hero as a mesmer player...

You don't need to use a ranger hero for Winter. It fits perfectly well on anyone with a spare slot. The knocks on the concept are the long recharge time (60 seconds) and the need to constantly eat elemental damage packets. Taking Stone Striker would trigger it on every packet, but that's a second slot and still requires you to be getting hit. It's a good concept if you work it through the entire team, as some coordinated DoA teams do, but I can't see it being strong or reliable enough to be a plug and play option like Power Drain and the like, GoLE, etc.
